Statement of Objects and Reasons,
It is submitted that the object of this Ordinance is sufficiently explained by the preamble. The reasons for the Ordinance are that the steam ferry boats now plying in the harbour are not subject to supervision, and that a steam-launch has been employed by its Chinese owners in carrying passengers to places beyond the Colony without supervision and without any legal restriction on the numbers carried, and that there is reason to believe that other small steam vessels are likely to be similarly employed.
The Ordinance is intended as a temporary measure, and it is proposed to embody its provisions in the consolidated Merchant Shipping Ordinance when that bill comes before the Council again.
